Housing Navigator Massachusetts

We partnered with Housing Navigator Massachusetts on the search for an Executive Director. Housing Navigator Massachusetts develops technology that promotes housing equity and provides data that brings transparency to the affordable housing market.

Our work resulted in the recruitment of Jerome DuVal to the role.

Recognized as Economic Developer of the Year by the New York State Economic Development Council, DuVal has won acclaim throughout his career for his innovative approach to regional collaboration and leveraging data and technology for the public good.

DuVal has led numerous complex, high-impact initiatives to drive economic growth across the country, with a particular focus on emerging technologies, data analysis, process mapping and go-to-market strategy. In his previous role as Executive Vice President and Executive Director at Empire State Development (ESD), DuVal oversaw New York’s regulatory compliance and managed the requirements that govern the participation of Minority- and Women-Owned Business Enterprises (MWBEs) in state contracting. His leadership at ESD resulted in more than $6 billion in contracts awarded in two years to MWBEs, surpassing the governor’s 30 percent utilization rate goal for the first-time in the program’s 35-year history. He also served as Director of Community and Economic Development in Warrenville Heights, Ohio, where he oversaw $25 million in new affordable housing development.

DuVal is an alumnus of the State University of New York, Oswego, where he earned a bachelor’s degree in communications and a minor in public relations. He also holds a Master of Social Work degree from Syracuse University and is a graduate of the New York State Leadership Institute (NYSLI) at the University of Albany, Rockefeller College of Public Affairs and Policy.
