About The National Service Office
The National Service Office (NSO) is the central operational engine for two evidence-based programs: Nurse-Family Partnership and Child First. In 2020, what was formerly the National Service Office solely for Nurse-Family Partnership united with Child First, a merger empowering two data-driven models to share complementary expertise, infrastructure and integrated services. The resulting unified entity works to ensure that healthcare, early childhood development, and the mental wellness of the entire family are served in impactful ways to achieve long-term positive outcomes.
Child First:
Child First is an evidence-based, early childhood, mental health program that supports very young children and families who face major adversity. The program uses a two-generation approach, providing psychotherapy to parents and children up to their sixth birthday together in their homes, and connecting them with the services they need to make healthy child development possible. The intervention builds resilience and promotes healing to prevent the damaging effects of poverty, trauma, abuse and neglect, and chronic stress. Research shows that Child First improves child and parent mental health, promotes school readiness, and decreases child abuse and neglect.
Nurse-Family Partnership® :
Nurse-Family Partnership is an evidence-based, community health program with 45 years of research showing significant improvements in the health and lives of first-time moms and their children affected by social and economic inequality. The program succeeds by having specially educated nurses regularly visit first-time moms, starting early in the pregnancy and continuing until the child’s second birthday. Research consistently proves that the partnership between a nurse and the mom is a winning combination that makes a measurable, long-term difference for the whole family.
The Nurse-Family Partnership National Service Office provides network partners across the country the information, support and specialized education they need to properly implement Nurse-Family Partnership and produce the same successful results that have made the program a national model.
Both Child First and Nurse-Family Partnership have a commitment to supporting a community of families who are the most vulnerable to the adverse effects of poverty and helping them unlock true and lasting results. The Opportunity
The Chief Program and Network Officer (CPNO) is a strategic leader who will spearhead the organization’s national strategy for future growth and impact by delivering evidence-informed programs and increasing network engagement and national strategic partnership development opportunities. The CPNO is responsible for developing and evaluating programs and ensuring that they align with the organization’s mission. By enhancing program effectiveness, and building organizational capacity, the CPNO will lead the organization’s impactful programs into communities. The CPNO will shape and execute strategies for data-driven programs and network engagement to ensure the organization delivers maximum community impact, achieves high performance, and sustains growth.
Emphasizing change management, the CPNO will enhance initiatives and create a culture of growth and continuous learning. The CPNO will work collaboratively to create a positive organizational culture that values diversity, equity and inclusion. The ideal candidate will be a strategic-thinker and have a proven track record in building high-performing teams, cultivating relationships, and leveraging a data-driven approach to achieve strategic objectives.
As a key member of the executive team, the CPNO will serve as the programmatic and network liaison to the Board of Directors, guiding the organization through its next phase of growth and impact.
This position reports to the CEO and can have up to 6 direct reports. This is a remote position open to candidates across the U.S., excluding California, Arizona, New York, Alaska, Montana, and Vermont.
The CPNO’s key responsibilities include, but are not limited to:
- Overseeing network compliance and performance management in alignment with organizational objectives and strategic vision. Leading initiatives to enhance performance management through data-driven decisions, improving reporting, processes, and efficiencies. Identifying and addressing staff capacity gaps, shape new positions, and participate in hiring decisions. Supporting and mentoring department leaders developing their skills in a remote environment.
- Designing and optimizing a programmatic infrastructure, with a customer-centric lens, to leverage synergies, modernize processes, and deliver high-quality, cost-effective service to network customers and partners. Overseeing implementation and validation of program models, applying implementation science to ensure effectiveness and program model integrity. Directing the execution of new initiatives and phasing out ineffective ones to ensure the programmatic infrastructure supports growth, innovation, and high-quality service. Assessing cost models of the programs to ensure optimal program effectiveness and creating a playbook of best practices.
- In collaboration with other teams, building strategic national partnerships and cultivating relationships with internal and external organizations, senior leadership with implementing organizations, constituencies, and stakeholders as indicated and in a manner that advances the National Service Office. Integrating national healthcare trends and innovations to inform partnership development.
- Envisioning a future growth strategy that leverages learnings from the organization’s strategic plan to inform impact and scale. Identifying and pursuing entrepreneurial, revenue generating opportunities to drive programmatic growth, maintain relevance, and ensure sustainability. Creating strategies and tactics designed to grow programs with quality, and instituting effective systems, processes and policies that facilitate and monitor this effective growth. Sharing thought leadership through public speaking opportunities and strategic partnerships.

Moreover, the CPNO will be a detail-oriented individual who functions well in a complex environment. The CPNO will have experience affecting change in an organization, strong mediation, organizational, and process management skills and the ability to collaborate and create efficiencies across programs and networks. The CPNO will be a results-oriented leader with a keen focus on data and analytics. Additionally, the CPNO must have experience building out a department/function, including new systems, strategy, and process flows. The CPNO will be an inclusive, diplomatic, and supportive professional, as well as a proactive communicator with natural gravitas and the ability to lead through influence and relationship-building.
Strategic Leadership
The CPNO will have a proven record of converting strategy into effective execution. They will be an innovative and enthusiastic self-starter who can position The National Service Office for the future. The CPNO will seek out partnership and collaboration opportunities across the organization to help advance The National Service’s mission and strategic priorities. They will actively engage a diverse group of constituents for their input on issues, concepts and opportunities, and to leverage resources and connections. Additionally, the CPNO will have a collaborative and flexible style, with a strong service mentality, committed to continuous improvement and professional development for themselves and their team. They will be experienced in educational training and well-versed at ensuring model integrity with evidence-based practices, and budget management. The CPNO will be an agile leader, able to work with the team to navigate multiple priorities and projects.
Program Delivery and Network Engagement
The CPNO will be adept at developing and implementing solutions to improve clinical activities and non-clinical program delivery through a network model, driving meaningful community change. Critical to success in this role, the CPNO will be skilled at establishing and sustaining excellent relationships with colleagues across the organization, with network partners, and with affiliates. The CPNO will be a natural partner with a demonstrated ability to connect and build bridges. They will bring deep and diverse experience developing programs, ideally working across a variety of areas serving marginalized communities. They will have experience in developing and implementing health equity policies, initiatives, and practices. The CPNO’s strong business acumen will allow them to successfully strive for program efficiencies and ensure sustainability.
Passion for the Mission
The CPNO will be deeply passionate about health equity with experience in behavioral, mental, or maternal health, or nursing. They should possess a deep understanding of the health care ecosystem and systemic barriers. The CPNO will bring an innovative and open mindset and a commitment to inclusive practice that values different backgrounds and life experiences and allows everyone to bring their authentic self to work. They will be an empathic leader and an individual of unquestioned integrity, ethics and values; someone who can be trusted without reservation.
In addition, strong candidates will offer:
- Minimum of 15 years in leadership roles within healthcare, large health systems, or public health organizations and experience managing large teams.
- Excellent attention to detail and organization; highly skilled in follow-through, communication, and project and time management.
- The ability to build meaningful relationships with diverse constituencies.
Compensation & Benefits
This is a full-time, remote position with a salary range $200,000 - $230,000, including a generous benefits package. The CPNO should expect to travel up to 40% of the time.
